Mary O’Neal serves as Principle in Charge as well as Survey Project Manager for Optimal Surveying & Mapping, Inc. (OSM), a woman owned DBE/MBE with the State of Florida, the Florida Department of Transportation and various other municipal agencies.
Ms. O’Neal began her career in Tuscaloosa, Alabama before moving to Florida in 1981. She has served as Survey Project Manager for Fortune 500 companies and opened OSM in January 2009.
Ms. O’Neal’s career has encompassed a diverse range of surveying and mapping activities including: large scale sectional surveys of up to 27,000 acres, construction/subdivision layout, boundary, topographic, heavy industrial lay-out/as-built, hydrographic surveys, roadway, sidewalk and trail design, subdivision layout/platting, wetland locations, right-of-way control surveys for right-of-way acquisition. She has over 40 years’ experience and has worked with a wide variety of clients such as: Leon County Public Works, Pinellas County Stormwater Projects, Florida State University, FAMU, BluePrint2000, St Joe Land Company, Florida Department of Transportation Districts Two, Three, and Seven, Jacksonville Aviation Authority, Marathon Aviation Authority, Tallahassee International Airport/City of Tallahassee, Florida Department of Environmental Protection, Florida Fish and Wildlife Conservation Commission, Monroe County Airports, National Park Service, TECO, Aviation projects for the City of Zephyrhills, State Park/Recreational projects for the FDEP, and numerous private development and engineering firms.
Mr. Michael (Mike) O’Neal is Vice-President of Optimal Surveying and Mapping, Inc. (OSM) where he serves as Senior Survey Project Manager. He provides his clients with over 38 years’ experience over a wide range of Surveying and Mapping projects.
Mr. O’Neal began his surveying career in 1980, working in the field for the U.S. Forest Service in the Ocala National Forest. In the early 1990’s he continued his career with the Tampa Port Authority, where he worked for 9 years until leaving for a position in Tampa in the private sector with a civil engineering/surveying firm. Mr. O’Neal specializes in Florida Department of Transportation Projects, such as the Sunrail Commuter Project from Deland to Orlando. In late 2009, he joined his partner and wife, Mary O’Neal, at O’Neal Surveying & Mapping, Inc. (OSM).
Mr. O’Neal has been in responsible charge of a diverse range of surveying and mapping activities including: large scale sectional surveys, construction/subdivision layout, boundary, topographic, Aviation projects from Key West to Pensacola, GPS, heavy industrial lay-out/as-built, hydrographic, design, CEI, right-of-way mapping, right-of-way control surveys and right-of-way acquisition. He has performed these surveying and mapping services for a wide variety of clients such as the United States Forest Service, Florida Department of Transportation Districts One, Two, Three, Five and Seven, Florida’s Turnpike Enterprise, Tampa Port Authority, Hillsborough County, City of Tampa, City of Tallahassee, Leon County, Florida Fish and Wildlife Conservation Commission, Florida Department of Environmental Protection and numerous private development and engineering firms. Mr. O’Neal has manages the OSM Title Report division, providing Title Reports for FDOT projects in Districts 2 and 3, and various aviation authorities since November 2012. In addition, he has acted as an Expert Witness on boundary issues for the City of Tallahassee.
